Cultural Problems
Behavior change is possible only within the context of a particular culture, and cultures vary a great deal around the globe. Therefore,
any AIDS prevention campaign must take its local cultural context into account. Failing to do so will lead to the failure of the campaign.
One has to keep in mind of course, that there are cultures within cultures, and that all of them have to be included in a comprehensive effort. Depending on the case, it may be helpful to distinguish between

- a country’s general national culture,
- its various ethnic cultures
- its different religious beliefs,
- its regional, age-specific, educational, professional, and organizational subcultures, and
- its sexual subcultures.
