许多国家都有少数民族。少数民族可能原来就居住在那里,或移居去的,或现在正在移居。无论如何,他们是少数民族和想成为少数民族,因为作为少数民族,他们或多或少可以保持自己原初语言和文化,与该国大多数人的文化可能非常不同。显然,任何广泛的预防AIDS宣传运动必须设法以少数民族自己的语言成功地与之进行交流,并且所使用的宣传材料必须切合于他们的文化意识。

例如,在美国,这种宣传运动不得不为其庞大的讲西班牙语的人口、不得不为其土著美国人和非洲裔美国公民制作特殊的宣传材料。在欧洲,各种各样的亚裔人、近东人和北美洲少数民族毫无疑问获得了这种特殊对待的预防宣传材料,而且近来,从东欧流入的合法的和不合法的移民也需要我们做出新的努力,来适应他们的语言和文化传统。同时,欧盟为每一个国家逐一制定了公民免费宣传运动。这样一来,在欧洲,多语言宣传途径普遍展开。就每一个国家的情形来看,人们正在讨论“安全性行为”知识必须为特殊的文化需要量体裁衣。预防宣传的原理运用到了各个国家,并且每一个有少数民族的国家应当找到自己的解决方案。另一方面,通过学习其他国家的经验,也可以多快好省地开展自己的运动。

Many countries have ethnic minorities. They may have always lived there, or they have immigrated, or are still immigrating today. In any case, they are - and want to be - recognizable as minorities, because, to a greater or lesser extent, they maintain their original language and culture which may be quite different from that of the majority. Obviously, any comprehensive AIDS prevention campaign must try to reach ethnic minorities in their own language and with materials appropriate to their cultural sensibilities.

For example, in the USA the campaigns had to develop special materials for its large Spanish-speaking population, for its Native American and African-American citizens, and for its various Asian communities. In Europe, various Asian, Near-Eastern and North-African minorities had to be reached, and the recent influx of legal and illegal immigrants from Eastern Europe required new efforts to reach them as well. At the same time, the European Union brought free movement for its citizens from each member country to any other. As a result, multilingual approaches have become common in Europe. In each instance, the “safer sex “ message has to be tailored to the particular culture in question. This principle applies everywhere, and each country with ethnic minorities must find its own solution. On the other hand, it may also save time and money by learning from the experience of others.
