安全性行為的特殊指南對於諸如青少年、性工作者、靜脈毒品注射者、移民或各種各樣的性少數和宗教群體等性活躍亞人群來說是不可缺少的。
這些少數人群需要知曉他們自己的術語:諸如“性開放者(swinger)”、施虐受虐狂者(sadomasochist)和物神崇拜者(fetishist)等的性少數,他們生活在自己的性的環境中,有著自己特殊的生活習慣和行話。這種情形甚至在移民和宗教派別的性少數中尤其典型;他們常常只能說自己原籍祖國的語言,也可能信奉宗教和有著自己的道德禁忌,而這些都完全不同於他們新近移居國家的大多數人。甚至青少年中常常也有自己的隱語或行話,性工作者、吸毒者以及其他高危人群中照樣如此。總之,為了讓“安全性行為”的預防安全知識影響到這些特殊人群,必須謀劃出各種策略,以適合他們特殊的生活方式。毋庸質疑,這只有在聽取他們的意見和取得其全面合作的前提下,才能夠辦到。確實是這樣的,當需要對非正統的行為進行詳細的解釋時,衛生官員們常常把任務分派給這些群體,讓他們自己設計、製作和分發這樣的宣傳材料。政府只是提供基金,但不直接以宣傳材料的製作人出面。

Types of Guidelines: 2. Specific Guidelines
Specific guidelines are indispensable for sexually active subgroups, such as adolescents, sex workers, intravenous drug users, migrants, or various sexual and ethnic minorities. Such minorities require approaches on their own terms: Sexual minorities like “swingers”, sadomasochists, fetishists and others, often live in a sexual world of their own with special customs and special jargons. This is even more true of migrants and ethnic minorities which often speak only the language of their original homeland and who may also have religious and moral convictions quite different from those of the majority in their new country. Even adolescents often have their own lingo, as do sex workers, drug users and many other groups at risk. In short: In order to reach these groups with the message of “safer sex”, one must devise strategies suited to their particular life-styles. Needless to say, this can be done only with their advice and full cooperation. Indeed, when detailed descriptions of unconventional behavior are required, health officials often delegate the task of designing and distributing such materials to the groups themselves.The government provides the funding, but does not directly appear as the author.
