My dear colleague,

I confirm you esteemed letter of April 27, and I agree to your proposal to have a "trial period of observation" until the end of the year. Indeed, there is no possibility now to predict how things will develop. Today I already sent a letter to Hauptstein for his information in the matter of the licence. I have also conferred this afternoon with Justizrat Werthauer about the remaining questions, and I am sending you the attached preliminary sketch he recommends for an answer to Baginski. I leave it to you which sketch you might find most suitable. As you will see, W. recommends the leaving out of various sections.
